Have Direct Payments lived up to expectations?

There's an interesting article on the Guardian website today asking 'have Direct Payments lived up to expectations?'
As the article says, The Community Care (direct payments) Act became law in 1996 with the aim of making sure that people who receive social care funding, could receive the money directly, rather than having it administered by a local authority.
The idea behind the Act was to give people more control over their lives, by giving them control over how their money for care and support was spent.
The article concludes that the answer to the question is both 'yes' and 'no'.
On the positive side, the article says that many people have got more control over their own lives as a result of direct payments - especially those with physical disabilities.
But the article also argues that in some areas of the UK lower numbers of people with learning disabilities or mental health needs are benefiting from direct payments.
